United Nations Security Council Approves the US Gaza Initiative

The global body has voted to endorse a plan advanced by President Trump for achieving a durable ceasefire in the Gaza Strip, encompassing the stationing of an global peacekeeping force and a potential path to a sovereign Palestinian state.

Widespread Approval with Notable Absent Votes

The proposal was approved by a count of thirteen in favor, with both China and Russia abstaining. America's representative the US ambassador informed the UN assembly that it mapped “a different path in the region for Israelis and Palestinians and all the residents of the territory alike”.

Compromise Wording on Independence

Incorporation of references to an sovereign Palestinian state was the trade-off the America agreed to for endorsement from the Arab and Islamic world, who are likely to supply security forces for the global force.

“Provisional steps that we start today must be carried out in adhering to legal norms and upholding Palestinian rights,” the UK chargé d’affaires declared.

Government Opposition Remains

However, on the verge of the UN vote, PM Benjamin Netanyahu reiterated his cabinet's strong objection to the formation of a Palestinian state, creating uncertainty on whether the Israeli government will accept the implementation of the Council-backed plan.

Main Elements of the Proposal

  • Immediate lifting of existing limitations on relief supplies into the territory
  • Formation of an multinational peacekeeping unit
  • Moves towards restoration and a potential “route to Palestinian independence and nationhood”

Unclear Phrasing and Conditions

The inclusion to Palestinian statehood was a negotiated inclusion to an initial US draft which did not mention it. Yet the wording is unclear and contingent, declaring only that once the PA has implemented reforms and the restoration of Gaza is progressing, “the circumstances may finally be in position for a realistic route to Palestinian self-determination and statehood.”

Worldwide Feedback

The wording fell far short of the firm commitment to the creation of a sovereign Palestine beside Israel sought by Arab and Islamic states, as well as EU representatives, but in statements to the assembly after the vote, delegates from those states said they were willing to endorse the compromise in the benefit of continuing the ongoing cessation of hostilities and prompt actions to assist and secure the 2.2 million Palestinians in the territory.

“Algeria has finally decided to endorse of this document, a measure that we approve its primary aim, namely the preservation of the ceasefire and the creation of conditions allowing the Palestinian population to claim their fundamental rights to self-determination and statehood,” Amar Bendjama announced.

Execution Hurdles

The proposal provides comprehensive monitoring control to a “board of peace” headed by Trump, but of uncertain membership. The board has to report to the UN but it is not required to follow the wishes of the UN or by the Palestinian Authority.

It also calls for the formation of a Palestinian technocratic committee that is expected to manage routine management of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would be involved.

Peacekeeping Unit Authority

The mission of the international stabilisation force authorizes it to neutralize and disband militant organizations in the strip, but it is highly uncertain that potential participating nations would consent to confront such organizations. None of the states has yet agreed to contributing forces.

Furthermore the requirements for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been vague.

European diplomats said they viewed it as pressing that the names of the expert panel to provide utilities was determined as without delay.
